法治政府建设是全面依法治国的重点任务与主体工程。构建一套科学有效、兼具导向性和诊断功能的评价体系，有助于推动法治政府从形式规范迈向实质卓越，切实增强人民群众的法治获得感与公平正义感。基于依法行政、行政效能及公众参与等行政法学理论，构建包含“制度—行为—效能—感知”四维结构的法治政府评价模型，是推动法治政府建设提质增效的关键路径。通过强化制度全周期执行力、构建法治化的数字治理模式、完善监督协同机制、提升公众参与实效等路径，系统推动“文本法”向“行动法”转型，为实现“人民满意的法治政府”提供学理支撑和地方实践范例。

The building of a law-based government is the key task and main project of comprehensively governing the country according to law. Building a scientific and effective evaluation system with both guiding and diagnostic functions helps to promote the transition of a law-based government from formal compliance to substantive excellence, thereby tangibly enhancing the people's sense of fulfillment and justice under the rule of law. Based on the theories of administrative law such as administration according to law, administrative efficiency and public participation, the construction of an evaluation model for a law-based government, which includes a four-dimensional structure of "system-behavior-efficiency-perception", is the key path to promote the construction of a law-based government. Through the paths of strengthening the full-cycle execution of the system, building a digital governance model for the rule of law, improving the supervision and coordination mechanism and enhancing the effectiveness of public participation, the system promotes the transformation of "text law" to "action law", and provides theoretical support and local practice examples for the building of "a law-based government that satisfies the people".
