农业农村现代化关系着中国式现代化全局和成色，实现农业农村现代化离不开广大村干部，他们是推进农业农村现代化的关键主体。在农业农村现代化加速推进的转型期，村干部队伍建设仍面临多重结构性困境，其治理效能的充分释放受到制约。基于此，急需立足农业农村现代化建设的新挑战，契合新时代村级组织建设的制度规范与干部队伍建设的核心要求，构建系统化、精准化的村干部队伍建设体系。具体而言，要优化选拔机制，推进减负赋能，构建干部培育体系，健全激励约束机制，强化常态化监管，完善保障机制，努力打造一支适应加快农业农村现代化建设需要的村干部队伍。

Agricultural and rural modernization is crucial to the overall scope and quality of Chinese modernization. Achieving this modernization would be impossible without the extensive participation of village cadres, who serve as key agents in advancing agricultural and rural modernization. During the transformative period of accelerated modernization, the development of village cadre teams still faces multiple structural challenges, constraining the full realization of their governance capacity. Against this backdrop, there is an urgent need to address the new challenges in agricultural and rural modernization, align with the institutional norms for village-level organizational development in the New Era, and meet the core requirements for cadre team development. A systematic and targeted system for building the capacity of village cadres must be established. Specifically, efforts should be made to optimize selection mechanisms, reduce burdens and empower cadres, construct a cadre training system, improve incentive and restraint mechanisms, strengthen regular supervision, and enhance support systems, with the goal of cultivating a team of village cadres capable of meeting the accelerated needs of agricultural and rural modernization.
